We can NEVER, ever, no kidding, not ever-ever know what is actually happening at a distance in another rest frame. I can never think of Relativity and "rest frames" without seeing in my mind's eye the image of a clock and a scientist -- each suspended in a giant metal wire basket, the kind you see french fries being made in.
