Fastly is actually a word, it is not a word that has the same meaning as what you are intending however...

 

It means to be secured (securely).

 

The ropes were tied fast to the boat.

The ropes were fastly tied to the boat.

=

The ropes were tied securely to the boat.

The ropes were securely tied to the boat.

 

 

...Now you know.

___An observation on your examples:

The ropes were tied fast to the boat.

The ropes were fastly tied to the boat.

=

The ropes were tied securely to the boat.

The ropes were securely tied to the boat.

 

___Rewrite them to remove the passive form:

The ropes tied the boat fast.

The ropes tied the boat securely.
