I do not see any evolutionary explanation....

 

...well maybe here's one... maybe...

 

 

In the past, women did not live as long as men (the opposite is true now in most cases). So biologically, it was necessary for a girl to go through puberty first so that the likelihood of producing offspring is heightened. Now that women live longer (on average), the mechanism stuck, so girls still go through puberty first....

 

Perhaps evolution will change this again.
