"We are sure at these points --->> This journal's scope contains directly our interets--->> We are sure that we provided perspective paper and novel.--->> this was scientific project : so in our cover letter we used this sentence " Author requires payment for his life expenses from universities who are willing to implement it" But the output is this onethe paper falls outside the scope of the journal and aims and doesn't have sufficient relevance.
