--->> this was scientific project : so in our cover letter we used this sentence " Author requires payment for his life expenses from universities who are willing to implement it"

 

But the output is this one

the paper falls outside the scope of the journal  and aims and doesn't have sufficient relevance.

Easy answer is try again, but this time write within the scope of the journal and make it relevant.

I mailed them that I would write its whole form ,but it would be very long ,might pass a PhD thesis.
