As best I can tell, you’re proposing what’s most commonly known as a tired light hypothesis.

 

Are you familiar with the tired light literature, Zhou? If not, I recommend that you study it thoroughly, as it documents a well-established set of problems that tired light theories must address to warrant serious consideration.

 

I also recommend you consider not simply trying to describe an empirical law, but consider possible physical explanation for a decrease in photon energy (and proportionally, frequency) with increase in distance between emitter and observer. For example, Fred Zwicky’s “gravitational drag” explanation, is one of the few scientifically credible ones of which I’m aware (see On the Red Shift of Spectral Lines Through Interstallar Space, (1929) F. Zwicky).

 

As best I can tell, the most serious problem with tired light theories is difficulty explaining why the rate of “clock-like” phenomena of distant bodies agree well with a calculated time dilation due to receeding velocity consistent with relativistic Doppler and cosmological frequency shift, rather than the smaller ones consistent with a tired light shift. I’m not very familiar with these data, but believe anyone seriously considering a tired light theory should be.
