no, different things AFAIK.

@the original post: A BEC DOES get under the hoverboard. BEC will do some neat stuff to whatever's trying to contain in and coat the whole thing as evenly as possible ~1 atom thick. It wouldn't cause a hover effect though.

@the second one. Resonant vacuum is interesting. Looks like an attempt at a Bussard collector? Could be a good way to save on fuel if it can deviate or collect real particles. I don't know if playing charge games with virtual particles will actually have an effect on vector though.
