The State Of India And Corruption

This rather long ABC News article about the state of affairs in India paints a stark picture. As with other countries it struggles with massive corruption. Changing or overcoming corruption seems to be a monumental task in that country. I don't believe it can be accomplished with legislation alone if at all. What can be thought of as the most effective weapon against national corruption, in that country or any other?
